Have they launched new servos or are they saying that all BLS servos will run at 7.4V including the BLS 251 tail servo.

No. The BLS 451 & BLS 351 will run at 7.4V but the BLS 251 will only run at a max of 6.0V. Look at the pdf file!!!

According to the Robbe PDF file, the 253 can be run at 7.4V.

Futaba rate them at 6V meaning to run on a 5 cell Nicad. But a fully charged Nicad is never at 6V, more like 7.4V!!!

There is always a difference in nominal and fully charged voltages and these are normally taken into account by the manufacturer. If the new servos are designed for a 2 cell lipo then the peak voltage they have to handle is 8.4V about the same as a 6 cell nicad (7.2 nominal, 9V peak).
